Excerpt from Public and Special Acts Relating to Education: Passed January Session 1903
Any town, borough, or city may appropriate and expend such sums of money as may be necessary to provide and pay for the land for a suitable site for a public library, situ ated in such. Town, borough, or city, which library may be the property of a corporation without capital stock, or may be the property of such town, borough, or city; but such library shall be free to its inhabitants and such town, borough, or city may appropriate such sums of money as may be necessary to maintain and support such library for a term of not exceeding ten years.
