This study is part of the sociology of organizations. It is forward-looking and aims to report on the interactions between the different actors at play in the Gbêkê health region. An essentially qualitative approach allowed us to immerse ourselves in the actors' milieu. Data collection was done according to the inductive approach, carried out using the techniques of direct observation, semi-structured interview and documentary review. Data processing was done according to content analysis. The results obtained are as follows: a multitude of institutional and potential actors, ignoring the contours of their role and power, a difficult collaboration between these actors leading to an approximate management of Biomedical Waste. To overcome these difficulties of collaboration, it is necessary to develop a reliable institutional culture (Biland 2010), able to determine the powers and institutional roles of the different actors and promote health awareness (Dedy 2016).
