Publisher's Synopsis
The papers presented in this special issue address significant ethical issues involving substance abuse research, confidentiality, community responsibility, and primary prevention programs. As the introductory paper by Dorita Sewell explains, at least one federal agency engaged in sensitive psycho-social research assumed responsibility for strengthening its ethical responsibility. The articles discuss the issues and principles surrounding specific federal programs, and illustrate what government can do when core ethical values are deemed important by agency administrators.
