The increased cost of government due to the necessity for raising the salaries and wages of employes and the higher cost of commodities, coupled with a heavy loss in revenue heretofore received by the City from saloon licenses, has made it necessary for the City, the Board of Education and the County to obtain additional revenue from taxes.
