As a Senator from California, this body cannot afford inaction. We cannot afford to leave our borders as a sieve and not to take the action that is required to stop illegal immigration, and I believe I have pointed out today 13 specific points which would toughen laws, tighten borders, deny welfare benefits, and create a deter rence for illegal immigration.
