A repressão fôra, com effeito, exagerada, e o decreto de 29 de março, visando a remediar os inconvenientes da lei de 1866, caiu no extremo contrario. A antiga tolerancia, substitue-se uma' severa regulamentação e uma rigorosa penalidade, o que necessariamente deveria provocar uma reacção violenta.
