The Perfons who have {igned their names to this agreement, think that thefe two fundamental meafures will furnifh the power and the means of correcting the abufes, which appear to them to have arifen from a neglect of the acknowledged Principles of the Confiitution, and of ac complifhing thofe fubordinate Objects of Reform, which they deem to be effential to the Liberties of the People, and to the good Government of the Kingdom.
