If we go for fraud, let us go to the bottom of. It; let us go where that fraud is found in such a degree and with such force, in more than one State North and South, as to penetrate the very foundation of the popular sovereignty of this country, and to lead every patriot to consider whether the highest duty of legislators is not first to put their guards where alone fraud is essentially to be feared, namely, at the ballot-box, because it is further removed from the sight of the general public and from the control of supervising authority.
