Publisher's Synopsis
Excerpt from Proceedings of a Convention: In Favor of Ernational Arbitrati Held in St. George's Hall, Philadelphia; November 27, 1883
France, owing to old friendly relations, would soon come into such an arrangement. I believe Switzerland has already done so; Bel gium would, and Italy is very likely to follow. It devolves upon this Government and upon this Convention, assembled in the city of William Penn, to take an initial step.
