Excerpt from Proceedings and Discussions Connected With the Introduction of a Bill Into the Legislature of This Province, by Bishop Binney, for the Establishment of a Church of England Synod, in the Diocese of Nova Scotia: And Other Papers Relating Thereto
That in petitioning against the adoption of this law; your petitioners feel bound to state, as clearly as possible, their reasons for so doing, to' your Honorable House.
First - They believe that the. Bishop, by the authority conferred upon him as Bishop of the Anglican Church, has full power to regulate and manage the order and discipline of the Church over which he pre sides, and has sufficient authority vested in himself, for the government of his Clergy, so far as at any time may be necessary; while the Clergy themselves have for their general guidance the Constitution and Laws of the Church, which have existed since the Reformation.
