The committee's report was precipitated by the deep sense of shock and disgust throughout the nation at the shooting of 27 primary school children and four adults at the Dunblane in March 1996. Separate to Lord Cullen's inquiry into Dunblane, this inquiry considers the wider question of the availability of handguns. Almost two million guns are legally held on certificate in England, Scotland and Wales, and a vast pool of illegal guns are also in circulation. Should there be a full or partial ban on firearms? Are further firearms controls necessary?
