The 119 papers in this proceedings discuss state-of-the-art applications, including new technologies and products, in the field of pipeline engineering. The papers were presented at the Pipelines 2004 International Conference, which was held August 1-4, 2004, in San Diego, California. 'What's on the Horizon', the conference theme, is a comment on the changes that are challenging pipeline engineers as they move forward in the 21st century. As pipelines provide a vital service, concern for the safety and welfare of the public have always been a focus. Providing risk management programs for project and public policy decision-making, condition and vulnerability assessments, pipeline product innovations, and new construction and operation methods are essential if the profession is to effectively serve the public. With public funds continually competing for various community priorities, developing new technologies to analyze, construct, inspect, operate, rehabilitate, and repair underground infrastructure is crucial.
