The Health and Safety Executive (HSE) was selected to assist the Maltese Occupational Health and Safety Authority (OHSA) to meet their obligations under EU law prior to EU accession. HSE has the Irish Health and Safety Authority (HSA) as a partner in what is called the "Twinning Project". HSE commissioned a market research project to provide basic data on health and safety in Malta, to determine levels of awareness and perceptions of health and safety issues, and to provide an analysis of the media and other communications opportunities in Malta. The report underpins the development of a Communications Strategy for OHSA.
