T seems to be the Opinion Of many writers that the spoils system had its origin with Andrew Jackson, because Of the numerous removals made by him Of subordinate Officers during his administration Of the national government. But the View thus taken is, at best, a narrow and imperfect one. TO confine the spoils system to removals from Office or to hold a particular president responsible for effects the causes Of which exist, in great measure, independent Of his will, is a singularly unphilosophic way Of looking at things. TO begin with removals from Office is to begin at the wrong end at any rate, for the Object Of a partisan removal is a partisan.
