This the authors of the present study-john P. White of the University of Michigan and John R. Owens, formerly of the University of Michigan and now at the University of California - have done with meticulous care. The state they study - Michigan - is of particular interest in this regard, because of all the states, it is perhaps the most clearly divided between two large and politically potent interests, the automobile and allied industries, and the labor unions.
