The scope of the Investigation here then is, to inquire whether or no it has been established that an Associa tion, Combination or Agreement does today exist among the Manufacturers of this article, printing paper, and if so, whether that Association or combina tion is one to unduly enhance the price of that article, or in any other way to unduly promote the advantage of the manufacturers at the expense of the consumers.
We submit to Your Lordship upon the evidence that has been adduced, that the report which your Lordship should make in that res t should be in the affirmative, as to goth points of inquiry.
