Throughout the period of December 1 through February 29 under review in the report, Israel and the plo cooperated closely on the implementation of the israeli-palestinian Interim Agreement on the West Bank and Gaza Strip signed in Washington ast Septem ber. That agreement led to increased israeli-palestinian economic and security cooperation and the historic Palestinian elections in January.
Until the lethal bombings beginning on February 25, enhanced Palestinian police measures and better cooperation with Israel had helped to decrease the number of violent terrorist attacks.
Chairman Arafat and other senior plo officials issued strong statements condemning violence and terrorism.
