The following Letter was written, as your Lordship will perceive, in the year 1809. It originated in a conversation with the late Sir Thomas Bernard and the late Sir George Beaumont, two of the Directors of the British Institution, in which I took the liberty of throw ing out some suggestions for rendering more effective the operations of that Society.
