Public policies at European and national levels have increasingly looked to local action and initiative for a response to social and economic problems. However most such policies have diminished their chances for success without a systematic appreciation for the role and mechanisms of local action. This report looks at how people in urban areas have dealt with their social and economic problems in housing, health, employment, education, environment and transport. It considers help from family, friends and public agencies but above all, it focuses on the resource found in community groups and organizations.
