With active support from you and the other Officials and agencies of the municipal government, the expansion Of our school plant has gone forward rapidly. The rate of construction has approximately equalled the rate of in crease in pupil population, but unusual congestion in some neighborhoods and shifts of population which cannot be accurately predicted continue to require some part-time schedules. In addition to the rate of our building progress, we have the further satisfaction of knowing that our new struetures are designed and built to serve the City for many decades. We have deliberately maintained high standards of quality, but at the same time we have kept our build ing costs below the levels Of those of comparable cities. In this connection, the Commission on Governmental Efficiency and Economy, Inc. Gave us valuable help as the result of its study of our building program. We were naturally gratified by their favorable comments, but we were particularly pleased to have their suggestions for further improvement.
