Excerpt from Observations on the Financial Position and Credit of Such of the States of the North American Union as Have Contracted Public Debts
It may be further observed, as a proof of the good faith Of the government of the United States, that, during the war with this country in 1812, the interest on the portion of the debt inscribed in the names of British subjects was regularly paid to their agents in America; and if, owing to the interruption Of direct commercial intercourse between the two countries, some delay was experienced in the receipt of the dividends in this country, from the agents having to seek for a circuitous route to transmit them, they were ultimately realised at a very favour able rate of exchange.
