Mr. Lukins, was to be introduced this morning by Speaker Tom Foley. Unfortunately, Speaker Foley is now engaged in a vote on the House ?oor, has called our Committee office and has stated that he, with much regret, is having to decline the invitation to come and present Mr. Lukins to the Committee today. Speaker Foley will, I should add, have a statement in writing in support of Mr. Lukins.
