In the years prior to publication there had been a reappraisal of education and a growing awareness of the problems of environment and development. However, the movements had rarely met. It was put forward for discussion because a major intergovernmental meeting took place in 1987, ten years on from the famous Tbilisi meeting, the world's first intergovernmental conference on environmental education.
