Publisher's Synopsis
Almost half a century after the Schuman Declaration, the European Union faces major challenges to its existing institutions and policies, and to the development of the European integration process. Already in a Union of fifteen member states policy-making is difficult, especially in common foreign and security policy and in judicial and home affairs (the ?Second? and ?Third? Pillars). - - The problems encountered in all the member states ? democratic accountability, transparency, efficiency and consensus building for legitimacy ? are all found in the policy processes of the European Union. How are the processes and institutions being reformed? How is the Single Market being completed and the plan to create an Economic and Monetary Union being implemented? In the context of a possible enlargement to twenty seven or more members, are the main policies of the EU facing major modifications? - - In this collection twenty five experts, primarily based in the UK or Brussels, address these fundamental questions about the evolution of policies and policy-making in the European Union at the turn of the century.
