Had this course of lectures been delivered in England, Municipal Trade would probably have been selected as the descriptive title; because these words would best have brought to the minds Of Englishmen the range of the subjects to be dealt with. Municipal trade is, however, an ill-selected phrase; for it focuses the mind too exclusively On questions connected with profit and loss. When I had the honour to receive an invitation to deliver a course Of lectures in the United States, in order to indicate their scope, I decided to entitle them Municipal Ownership. But, even though a title may not be misunderstood, it may do harm by giving an initial bias to the mind; and it is, therefore.
