It is worth while to emphasise this point. For platitudes sometimes conceal a truth; and although it may be plati tudinous, it is none the less true to say that the moral value of whatever help the Dominions care to give us, is and must be much greater than its naval value. Increased gun power matters far less than stimulated consciousness of civic duty. And as a necessary corollary of this, it follows that the moral value of the Dominions' help depends in a direct way on the unanimity and the spontaneity with which that help is given.
