This study focuses on four EMU countries, although EMU is best conceived of as a commom adventure for all EC countries. The case studies selected cover a range of positions with respect to European monetary co-operation, and they highlight the major issues involved although, of course, the political and institutional conditions are unique to each country. Germany provides undisputed leadership within EMS. France is one of the most active supporters of EMU. The UK is not a full EMS member, since it does not participate in the exchange rate mechanism. Finally, the Netherlands provides an interesting case of a country that is already close to EMU with respect to Germany.;The four country studies of national monetary policies provided an input to an overview paper. That paper in turn served as a basis for the editor in preparing the introductory and concluding chapters for this book.;The introduction highlights the major issues involved with monetary union, and their relationship with the creation of the Single Market. The following chapters are devoted to the study of countries. The conclusion presents the editors' views on the process of monetary integration in Europe.
