This report is based on research commissioned by the Department of the Environment with the aims of establishing the variety of patterns of housing advice services and identifying innovative practice. The research sought to assess the benefits of different models of advice provision in the local authority and voluntary sectors. The research arose from Government proposals to introduce legislation to place a duty on local authorities to secure the provision of housing advice services to assist people in finding accommodation and to prevent homelessness. This report is based on results from two surveys, 19 case studies, and an initial review involving interviews with national, regional and local agencies.
