Excerpt from Model by-Laws: Prepared by the Committee of the Grand Lodge of California, I. O. O. F., San Francisco, 1881
Sec. 2. Special meetings may be called by the Noble Grand at his discretion, and shall be called by him when so required by a vote of the Lodge, or the request in writing of five members. Notice of all special meetings shall be given, and no business shall be transacted at special meetings except such as is specified in the notice.
