Tokio Chamber of Commerce in its incipient stage, and for want of all laws and regulations relating to similar institutions at that time, its members were admitted only in the capacity of private individuals, and its expenditure was defrayed out of the funds contributed by the members themselves, which were supplemented by occasional but very insignificant grants from the Government, the institution thus remaining a purely private concern.
