Cuando en agosto de 1854 tuvo el honor de ser nombrado segunda vez gobernador capitan general de la isla de Cuba, había juzgado Oportuno el gobierno de S. M. Prevenirse contra nuevas tentativas de invasion, pues con anterioridad a mi nom bramiento y a pesar de haber sido reforzado su ejército en 1850 con cuatro batallones, cuatro escuadrones y una batería, se había dispuesto un nuevo aumento de personal y material con la venida de tres batallones de la guarnicion de puerto-rico, una batería por brigada, la creacion de un batallon de Guar dia cívil y un notable aumento en nuestra marina de guerra.
