Excerpt from Memorandum, Giving Some Account of the Reformatory and Industrial Schools of Great Britain: With Appendices Containing Schemes, Time-Tables, and Other Documents, in Illustration of the System
Society, founded in 1750, and the Philanthropic Society, founded in 1788 for the protection of the children of convicts and kindred purposes. To their care were committed from time to time, under conditional pardon, boys sentenced to trans portation, or long periods of imprisonment. The Philanthropic Society was incorporated by Act of Parliament in 1806, and its work prospered, so much so, that in 1837 the Government itself made an effort to apply reformatory t1eat111ent to juvenile offenders in Parkhurst Prison. Outdoor industrial employ ment was there combined with school instruction and 1eligious teaching, with a view to the reformation of c1iminal boys, but the place remained technically a prison, and after a fine tuating career was closed in 1804. Many years before its final closing the authorities had recognised the superiority of the voluntary system, for in 1843 the Home Secretary of the day, Sir James Graham, suggested to the Philanthropic Society the establishment of a central reformatory under its auspices, aided by a subvention from the Treasury.
