A more enlightened attitude towards his joint kingdom would have rendered unneces sary William's final reluctant compliance with the arrangements arrived at in the Conference of London, and there might have been no treaty regarding Belgium's independence, no scrap of paper, whose violation by one of its signatories has chal lenged the moral judgment of mankind.
