Count De Louis Philippe Segur, French Historian, 1753-1830. He Became An Advocate Of The Cause Of The American Colonists At Court. He Was Appointed Colonel Of The Regiment Soissonnois And Embarked For The United States On April 7, 1781 On The Frigate La Gloire. He Served During The Remainder Of The War, And After The Withdrawal Of The French Forces In 1782 Obtained Leave To Remain And Visited The Southern States And Mexico, Peru, And Santo Domingo. He Was Minister To Russia In 1784-89 And To Berlin In 1792.
