After a controversial and turbulent operation to stop a serial killer, McQuinn is fired from the Los Angeles Police Department and returns to Rio de Janeiro, where he meets the woman with whom he plans to settle down. His retirement is short-lived, though, as the CIA conscripts him on a top-secret mission that will take him to Venezuela, Spain, and Cuba, where he must foil a plot by the Castro brothers and Cuban intelligence to use biological weapons against counterrevolutionary forces.
