The legislative power of the city is vested in a Common Council composed of thirty two members, who must be qualified elect ors, one of whom is elected in each ward of the city at the annual city election, for the term of two years, from the second Tuesday in January next ensuing their election. The compensation of said Board is $600 per ah num each.
