The first step in constructing measures of labor utilization was to adjust U S. Labor force median incomes with individual and labor market characteristics for State and county labor force groups. The adjusted medi an income for each designated labor force group was compared with the group's actual median income to determine utilization. The first six lines in table A list the individual and labor market characteristics considered, and the remaining lines illustrate procedures used to determine the utilization index.
