Basic information reflecting current levels of manpower utilization is vital to policymakers, planners, and program administrators concerned with more effective manpower use. Comprehensive data reflecting current labor utilization at the local level are not readily available. Indicators, such as median income or the unemployment rate, have been employed as the measure of manpower utilization in a county or State. Such measures may be instructive. But they fail to recognize that effective labor utilization is determined by many factors including the number and kind of jobs avail able, age, education, and other characteristics of the working age popula tion. An example will demonstrate this point. Suppose the median income of all working age males in county X is $500 below working age males in county Y. Without other information about the population group, one may conclude that labor provided by males in county X is not utilized to the same extent that labor of males is utilized in county Y. However, when the median incomes of the respective groups are adjusted for characteristics such as educational attainment, the opposite may be true. That is, if the working age males in county X have a lower educational level than working age males in county Y, a comparison adjusted for the difference in the educa tional level of the two labor force groups may indicate that working males in county X are utilized more economically than working age males in county Y. We have developed an index reflecting the economic utilization of labor for each county in the Nation at one point in time, 1970, for the rural and urban populations, by sex and race. 1/ This index is the ratio of a group's actual median income to its warranted earning capacity. The warranted earn ing capacity is an expected income measure for a population group in a county (given the characteristics of age, education, work experience, labor force participation, and occupational distribution of the workers) compared with a national level population group with the same characteristics.
