As the UK economy emerges from recession, attention is again turning to our international competitiveness. The structure, content and delivery of education and training have long been seen as important elements, as has the effectiveness of management within businesses themselves. This pilot study was commissioned by the Employment Department under the Skills Review Programme, in order to assess the policy measures which may be taken to influence the supply, quality and skill levels of managers.
