Mr. Chairman, thank you for the opportunity to be here today to address longstanding management deficiencies at the Department of the Interior. My statement will focus on significant corrective actions needed to assure that the Department of the Interior exercises proper control and accountability for each of its agencies or bureaus and takes responsibility to overcome the cumulative effects of years of poor programmatic and financial management systems and practices. The good news is that most needed changes can be implemented administratively. In fact, many corrective actions have already been described by the Office of Inspector General and the u.s. General Accounting Office. However, Mr. Chairman, one central theme in improving the performance of the Department of the Interior, aside from certain changes in policy direction, has yet to be fully addressed. Congress needs to press this Administration, as we have done with previous Administrations, to improve its financial management and accountability. To do so, the new Secretary and his management team must develop and implement a comprehensive strategic management reform package to.
