Si se admite lo afirmado por los historiadores, hay que convenir en que Iturbide la planeó desde mucho tiempo antes de la Independencia y que para que sacara las castañas, designó a la Diputación Provincial de León. Pero sobre ésto, no hay pruebas documentales. Es más probable que por una extraña coincidencia la idea surgiera al mismo tiempo en Nica ragua y en México.
