Low-flow statistics are used by South Carolina State agencies, such as the South Carolina Department of Health and Environmental Control (SCDHEC) and the South Caro-lina Department of Natural Resources (SCDNR), for many applications, including determining waste-load allocations for point sources, development of total maximum daily loads (TMDLs) for streams, determining the quantity of water that can be withdrawn safely from a particular stream, and preparing the State Water Plan.
