This Bill has been to some extent altered, and, I suppose, improved, in the Committee. But it is still so far short of what, as it seems to me, a Bill should be for the government of the Australian Colonies, that I am anxious to take this, the last opportunity that will occur, of making some remarks on the general question involved in it.
