This work provides an examination of the role of local authorites in training and employment in regenerated areas. Should new investment in areas with high levels of unemployment and social exclusion provide training and employment opportunities for local people? If so, how can this best be achieved? The book examines the use of planning agreements as a means of targeting the job opportunities generated by new public and private sector developments. It argues that this is a way of ensuring that the investments make a contribution to the reduction of social exclusion in these areas, and helps to avoid construction skill shortages.;The study sets out the policy rationale for the inclusion of employment matters in Planning Agreements. It then examines the legal position and finds that government guidelines and case law allow for the use of agreements in relevant ways. Existing experience is mapped through a survey of local authorities and case studies in four areas - Southampton, Greenwich, Aberdeenshire and Newcastle Upon Tyne. The author concludes by identifying good practice in this newly-emerging activity.
