Four possible courses of action were available to the president-elect. One possibility was to lend his sup port to the efforts to work out a compro mise on the territorial question This course was urged by Northern leaders who believed an effective compromise on the territorial question would keep the Southern States in the union on a voluntary basis. They argued that such a compromise sacrificed nothing material as slavery could not be profitably ex tended into territories unsuited to cotton growing.
