Excerpt from Letter to the Right Hon. Benjamin Disraeli, M. P: On the Present Relations of England With the Colonies
It matters little now what was the origin of any of our Colonies, whether conquered by force of our arms, as Jamaica or of our colonists' arms, as Nova Scotia; or of both united, as Canada; or ceded to us by any treaty; or first occupied by us for commerce. As every Colony, properly so called, has had self-government conceded to it, we need not search now for charters, or records, to ascertain the original character of any. England may assume superiority, and volunteer her patronage, but the legitimate rights and responsibilities of all her colonists are to be studied in the constitution of her citizens at home. Our true colonial relations are, as I hold, the relations naturally existing between one part of England and another, modified only by a greater distance from the metropolis; the distance being so great as to necessitate separate establishments.
