L'histoire du manuscrit que j'ai l'heureuse chance de pouvoir publier est assez singuli�re.
Il y a quelques ann�es, la ni�ce de Fran�ois Arago, madame ernestlaugier, voulut bien me charger d'offrir, en son nom, � la Biblioth�que de l'institut, les papiers de Condorcet qui avaient �t� l�gu�s � son p�re, M. Mat thieu et � elle par la fille unique du c�l�bre girondin, madame o'connor, morte en mars 1859. En classant les nombreuses et int�ressantes liasses dont ils se composaient, je rencontrai un manuscrit anonyme, sans titre g�n�ral, et qui par son sujet n'avait aucun rapport avec les papiers auxquels il �tait m�l�. Form� de plusieurs cahiers ia - octavo et accompagn� de feuil lets isol�s, de notes, de fragments et d'extraits de journaux de 1804, il �tait divis� en plusieurs chapitres.
