Noland, Secretary of State of the State of Colorado, do hereby certify that by virtue of the au thority vested in me by law, I have prepared for publi cation and caused to be printed a copy of all laws and resolutions passed by the Twenty-first General Assembly of the State of Colorado at the biennial session thereof; together with all initiated and referred laws which were passed by the vote of the people at the General Election held November 7, A. D. 1916; that I have caused to be compared the said printed laws, initiated and referred measures and resolutions with the original manuscript thereof now on file in my office, and that the following are true, full and correct copies thereof.
