No debemos diferir por mas tiempo el examen y aprecia cion del discurso pronunciado por el Sr. Ministro _de Ultramar el dia 29 de Octubre ultimo en el Congreso de los Diputados, si nuestro trabajo ha de tener el merito de la oportunidad. Fue nuestro proposito esperar a que llegara el Diario de Sesiones pa ra emprender la tarea que hoy iniciamos: pero como el ultimo correo no nos ha traido el numero que ha de contener dichos discursos, hemos determinado tomar por base el extracto oficial, sin perjuicio de hacer las rectificaciones a que hubiere lugar en vista del numero mencionado.
