As a result of the investigations detailed in this report, the Committee concludes that there is no need for large-scale changes in the procedures for the appointment of professional judges and lay magistrates. However, the restricted scope within which the procedures operate is identified as unacceptable and the Committee commend the Lord Chancellor's recent initiative to open up the appointment procedures to a wider field of candidates.
